Economic and social rights
Economic and social rights (ESCR): health, education, housing, work, social security as enforceable rights.
Economic, social, and cultural rights (ESCR) are the 'second generation' of human rights. Inscribed in the International Covenant on Economic, Social and Cultural Rights (1966), they require positive state provision: health, education, housing, decent work, social security. Tensions with classical-liberal conception limiting rights to negative liberties. Argentina, South Africa, Colombia have courts that make them judicially enforceable.
