Raul Alberto Ricardes

Raúl Alberto Ricardes is a lawyer, career diplomat, academic, and Argentine specialist in international relations, with an extensive track record in foreign policy, multilateral diplomacy, and international organizations.

He was born in the Argentine Republic and earned his law degree from the Faculty of Law at the University of Buenos Aires (UBA) in 1971. That same year he entered the Institute of the National Foreign Service (ISEN), from which he graduated in 1973, beginning a distinguished diplomatic career. He later pursued postgraduate studies at the Woodrow Wilson School of Princeton University (United States) and obtained a Doctorate in Law and Social Sciences from the University of Buenos Aires.

Over more than four decades of public service he held senior positions in the Ministry of Foreign Affairs and in the field of Argentine foreign policy. Among the main posts he occupied are Deputy Secretary for External Intelligence (1985), Director of International Organizations of the Foreign Ministry, Deputy Secretary for Foreign Policy (1999‑2000), and Director General of Multilateral Affairs of the Ministry of Foreign Affairs, International Trade and Worship.

His international experience includes major diplomatic missions and permanent representations of the Argentine Republic. He served as Special Envoy of the Argentine government to Haiti (1994‑1995), Permanent Representative to the Organization of American States (OAS) (2001‑2002), Extraordinary and Plenipotentiary Ambassador to the Hellenic Republic (Greece) (2002‑2006), and Ambassador to the Kingdom of Denmark (2010‑2012).

In the academic sphere he pursued an active career as university professor and researcher. He taught International Organizations at the Torcuato Di Tella University and is a member of the Argentine Council for International Relations (CARI), an institution from which he has published numerous works on democracy, international law, international security, the United Nations, the Organization of American States, and multilateral cooperation.

His career is marked by solid expertise in international law, multilateral diplomacy, human rights, international security, and global governance, and he is recognized as one of Argentina’s most experienced diplomats in international organizations and in shaping the country’s foreign policy.
