Guillermo Serpa Guiñazú
Lawyer, specialist in international legal cooperation in criminal matters and drug policies. He served as coordinator of the Multilateral Evaluation Mechanism (MEM) of the Inter-American Commission for the Control of Drug Abuse (CICAD/OAS) between 2002 and 2004, and as commissioner for International Drug Affairs of SEDRONAR between 2000 and 2002.
He participated as technical-legal advisor in the preparatory meetings and in the diplomatic conference of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, held in Vienna, Austria, between 1987 and 1988.
He was a university professor in areas related to Law and International Relations at the University of Buenos Aires (UBA), the University of El Salvador (USAL), and the Catholic University of Salta (UCASAL). In the latter, he worked as a postgraduate professor and tenured professor in the Master's program.
His career combines legal experience, international cooperation, university teaching, and institutional analysis of organized crime, drug policies, international criminal law, and multilateral organizations.
